Dr. Lowell is part of the Institute for the Study of International Migration at Georgetown University. He was previously Director of Research at the Congressionally appointed Commission on Immigration Reform where he was also Assistant Director for the Mexico/US Binational Study on Migration. He has been Research Director at the Pew Hispanic Center of the University of Southern California, a Labor Analyst at the US Department of Labor; and he taught at Princeton University and the University of Texas at Austin. He holds his MA from the University of Utah in Organizational Behavior, and his PhD from Brown University in Demography.
